2. Did President Obama bank on this? One of General McChrystal’s real frustrations in his assignment in Afghanistan was the civilian chain of command’s desire to tighten the rules of engagement so as to not allow American military troops to be able to engage the enemy as easily. Now reports indicate General Petraeus may be taking more aggressive rule of engagement as a strategic move in one of his first acts.
